The Quality Assurance Committee (QAC) has organized two academic activities related to outcomes based teaching and learning (OBTL) and the professional development of  academic staff in the first two months of this academic year. All these activities are the University’s efforts to promote campus conversations and enhance academic quality assurance, according to Mr. Aman Shah, Associate Vice President (Quality Assurance) of Hong Kong Shue Yan University (HKSYU).

The OBTL Experience Sharing Session was held on 3 September in the Library Complex.  This was the first time that a campus-wide experience sharing session had been held since OBTL was introduced to HKSYU in 2009. Strong positive feedback was received from those who attended the session.

Dr. Henry Hu, President of the University, welcomed the participants and Professor Y.S. Hu, Academic Vice President, set the scene for the seminar in his opening remarks.

(SCOPE) and Dr. Cecilia Chan, Associate Professor, College of Humanities and Social Sciences, City University of Hong Kong, were invited as external guests. A total of 113 staff and 2 students attended the programme. Departmental representatives from the three Faculties gave presentations to share their experiences in implementing OBTL.

Dr. Louis Ma gave a lecture on “Current OBTL Scenario in Hong Kong” and Dr. Cecilia Chan talked about “Feedback from teachers and students on the implementation of OBTL.”

Representatives from all departments shared their experience and views on three topics, namely, “Reflections on the Implementation of OBTL”, “Design and Nature of Assessment in Continuous Assessment” and “Designing and Implementing Assessment Rubrics.”

On 7 November, the Quality Assurance Committee organized a Seminar on “Navigating between Research and Teaching: A Personal Journey” presided over by Professor Catherine Sun who is a member of both the Quality Assurance Committee and the Research and Staff Development Committee.  Professor Sun gave a summary of the direction in which the University is moving in terms of enhancing its research profile while maintaining it efforts in providing quality education. Around 40 academic staff and a few students attended the seminar.

The guest speaker, Professor Muammer Ozer, Ph.D. (Pittsburgh), College of Business, City University of Hong Kong, is the first and only person in the College of Business to receive both the Teaching Excellence Award and the Research Excellence Award. His research focuses on the strategies, behaviors, and performance of individuals, teams and firms within the context of innovation and technology management, information technology and international business. Participants in the seminar appreciated the candid manner in which the speaker highlighted the challenges faced by researchers and the personal satisfaction and professional rewards on moving forward with determination and resilience.

The University has also now published an OBTL Handbook to support and strengthen the implementation of OBTL in the University which can be downloaded from the newly launched Quality Assurance in HKSYU website: http://www.hksyu.edu/qa/OBTL_Handbook.htm.

“I believe this Handbook will engage colleagues in the reflective practice of teaching and facilitate continuous quality enhancement in the courses and programmes of study we offer.” said Professor Y.S. Hu, Academic Vice President.

On the Quality Assurance in HKSYU website, students can find useful information about the quality assurance framework, the function of QAC, OBTL, departments’ External Examiners, etc.

The second Quality Assurance Committee Seminar scheduled for 3 December 2012 will focus on using grade descriptors and rubrics for assessment.


What is OBTL

The basic philosophy of OBTL is described by Biggs. J & Tang. C in Teaching for Quality Learning at University ( third edition, 2007) as: “The logic is stunningly obvious: Say what you want students to be able to do, teach them to do it and then see if they can, in fact, do it.”

OBTL is a student-centred approach to teaching and learning. The origins of OBTL can be traced back to Ralph Tyler (in Basic Principles of Curriculum and Instruction, published in 1949) who describes learning as taking place through the action of the student: “It is what he does that he learns, not what the teacher does”.

The basic framework of OBTL consists of five main elements:

(a) the course content or the syllabus, which is the core;

(b) the intended learning outcomes (ILOs) derived from the course content;

(c) the teaching and learning activities (TLAs) designed to facilitate the achievement of those outcomes;

(d) the design of assessment tasks (ATs) aimed at assessing the learning outcomes; and (e) assessment rubrics to help assess the achievement of the learning outcomes and to determine the level at which the outcomes have been achieved. The alignment of TLAs with ILOs is as important as the alignment of ATs with ILOs to successfully implement OBTL.
